Leap Day, or "Frog Day," falls on February 29th.
As you probably know, in February there are usually only 28 days.
The date of February 29 exists only in years that are divisible by 4, except for years of whole hundreds that are not divisible by 400.
Anyone born on February 29 celebrates a birthday once every four years, or celebrates on 1/3.

1 in 1,461 people in the world were born on February 29th.

In the fifth century there was a special custom in Ireland, in which women were given the opportunity once every four years, on the 29th of February, to propose marriage to men who delayed in proposing their marriage to them. According to the strange custom, if the man refused, he would have to pay the woman a fine in the form of a kiss, a silk dress, or between a pair and 12 pairs of gloves.

In Greece couples refrain from getting married in a "leap year", a year that has the date February 29, because it is perceived as bad luck.

Italian proverbs warn that women tend to be unstable in these years and they have to postpone important decisions until the year is over. 

The Russians believe in part that leap years cause death and devastating weather. Scottish farmers see these years as bad years for crops.

The last year in which the date of February 29 appeared was 2016. The date of February 29 next again in the years: 2020, 2024, 2028 and so on ....

February 29 is also Rare Diseases Day (which falls on February 28 in years that aren't leap years)
